core: Option to keep members out of the welcome zone front page

If you enable the option, members are always redirected away from the welcome zone front page, to the site zone front page.

Probably implement by extending the existing collapse zone option from a binary to a list: this is a deeper level to that option.

Have a way of indicating that topics cannot be created under forums, rather than just not showing the add topic button.

This stops users getting bewildered trying to find it.

If every default usergroup allows posting, and the current user is a guest, add a note that you can to join to post a topic.

When you do a test, e-mail the results to you. This is so you can keep it for reference, as otherwise you can't get back to them (it's considered transitory data from a frontend point of view, marketing data from a backend point of view).

banners: Tracking option

A per-banner option whether to track clicks (i.e. route through our tracking script).

This determines the URL used in the BANNER_IMAGE template, but also would affect reporting (would show N/A for clicks).

Treat keep_referer as a special case, move it into a cookie of the same name.
(Perhaps we can code it up to move certain named keep_* parameters into cookies).
