Change height of title jumping in contents tag

I moved the menu bar to the top of the screen, made it utilize position:fixed to always display at the top even during scrolling, and added a smaller, secondary bar underneath that displays only for a certain usergroup.

My issue is whenever a title in a contents table is clicked, the page scrolls down too far resulting in some of the contents being clipped from view. This is because I am using the FIXED position for the menu bar.

Is there a way to change the height or location of how far the page is scrolled in reference to the corresponding title when clicked?

That's up to the browser, you could probably workaround it but it'd be hard and buggy.

A better approach would be to add top padding into the design somehow.
