CKEditor is not working

I am about writing a new News entry for the first time on a newly installed site, but the WYSIWYG editor is not loading. Instead, an error pop-up:
 
An error has occurred

An error occurred when loading this screen onto the web browser. You are being notified of this as you are staff. If you believe this is a bug in Composr, please contact the developers with full details. More details are available in your browser's error console. The error was:

45: TypeError: CKEDITOR is null

  I have cleared the theme cache and have used different browsers but nothing has changed.

I recently found a bug here too, which I think is server-specific. Please try taking lines out of your .htaccess, as shown in this change for recommended.htaccess:

You can also change the other .htaccess files if you like but that's less important.
