Hello,
1. How to change the size of the banner at the top of a header , while the default size is 728x90 ?
2. How to enable a scroll bar in the add/edit news wysiwyg box ?

You may also want to edit the '.global_banner' CSS class, as the background image framing the banner assumes the default size.
2) This seems to be the default.
You probably enabled the 'WYSIWYG auto-grow' config option, which you'll want to turn back off.

Where I can find '.global_banner' CSS class and what to change ?

Banner type edit, not banner edit. You'll find the option to edit banner types at Admin Zone > Content > Banners > Edit banner type.
The CSS is in global.css. Admin Zone > Style > Themes > Edit CSS (on your theme) > global.css. If you do a find on the page, you'll see the CSS is there.
