Summary0001117: Birthday points
DescriptionA new config option that specifies how many points someone gets on their birthday.

Add a new birthday notification that wishes a member happy birthday.

The birthday notification should look good and appropriate for these two cases:
 - if 0 points (simply wishes them happy birthday)
 - if a positive number of points (wishes them happy birthday and says how many points they've just received)

If the points is non-zero, date of birth becomes non-editable to a member unless they've not already set it, to prevent abuse. Document this.

Actually a cns_birthday notification has already been added, so this is a little easier. I think it's a nice way to promote engagement, especially with the AutonomousOrganisation changes making points more meaningful.
