Summary	0002163: Retroactive diff/signature generation
Description	Go back all through the v9 patch releases (i.e. to 9.0.0), generating file signatures and diff operation files, to "seed" our upgrade logic.
Additional Information	Hopefully this will let v9 themes upgrade to v10.1 (or whenever we get all this stuff finished). That probably will be a bit clunky, so we may need to consider the feasibility there and prune things back a bit (i.e. just keep some of the core changes). Regardless, we can also use it as an opportunity to assess the effectiveness of our tool, i.e. that our diff files are generating appropriately.
