Summary0002908: Improved guest support tickets
DescriptionCurrently staff must respond to guest tickets by email. Guest tickets include an email link for that.

Change it so the tickets table stores the email address of the ticket submitter, and a password.

The ticket then can be accessed using the password via a GET parameter.

When the ticket is created this parameter is in the URL plus the acknowledgement email contains a link.

Subsequent emails are sent out using the email address stored with the ticket.

The email address used should also be prominently displayed in the ticket for clear reference.

With email integration any new email chain that is not associated with a member's email would create a guest ticket like this.
Special case: If the ticket page does not allow guest access, or the default ticket type does not allow guest access, reply to say that access is denied unless sent with an account-linked email address.
