Summary	0003208: See who has set notifications
Description	When viewing content, allow seeing how many people are monitoring it. Do this via a Tempcode symbol. By default include this for the topicview module, but nowhere else. There'd also be a privilege to see exactly who is monitoring. If present there'd be a link through to the notifications module (in an overlay probably) listing all such members, with pagination if required.
