Summary0004559: Allow picking up of issues only on tracker
DescriptionThe make_release script can pick up on issues referenced in Git, or explicitly marked as fixed in the new version (which won't be the case at the point of the script running as the new version isn't out).

Add support for detecting issues of fixed bugs present in the current version where the fix-version value was left blank. This makes it possible to pick up automatically in issues that were not correctly referenced in the Git commit log. Only do this if there are unclear commit messages in Git, which should be rare.

Tidy up the code a bit too to make it cleaner, as it's a bit confusing right now.

A hotfix (a TAR of files to upload) has been uploaded to this issue. These files are made to the latest intra-version state (i.e. may roll in earlier fixes too if made to the same files) - so only upload files newer than what you have already. If there are files in a hot-fix that you don't have then they probably relate to addons that you don't have installed and should be skipped. Always take backups of files you are replacing or keep a copy of the manual installer for your version, and only apply fixes you need. These hotfixes are not necessarily reliable or well supported.
