Summary0002066: Allow disabling of banner networks
DescriptionAn option to allow enabling showing of community iframe code when you add a banner, as well as display of external site tracking data.

This should be disabled by default, hence simplifying the default implementation of the banner system.

Simply made it so if staff add the banner, they don't see the message about external usage. The docs cover it too anyway, which the staff can read - but now casual staff won't be bothered about stuff 99% of them will never use.
