admin - email contact with member

Hi,
Our website required every member is verified before being granted access.
there are a small number of instances where the new member may be refused access for various reasons.

In this case of refusal we ( the Admins)  would like to be able to send a direct e-mail message to the person explaining the reason.
It could be done as a PT on the members profile, but the member will see the link to the PT Topic , but they can't respond to the topic as they can't log-in.

Any thoughts on a way to send such an e-mail, where it looks like its come from our website?
