Admin Template-List Bug + Fix

For v10.0.18 installs
I recently upgraded from 10.0.17 to 10.0.18 and noticed a bug in the template listing page within the Adminzone.This bug only exists in version 10.0.18 of Composr. If you have a previous version, this change is not necessary.
Areas affected: Adminzone -> 'admin-themes' module -> 'edit_templates' subscreen
Version affected: 10.0.18
Bug: Users who try to select the 'search' or 'new' radio bullets under the template listing screen aren't able to click inside the textbox after choosing a radio bullet, due to the field having a disabled="" attribute. Additionally, the template list under 'Existing' remains a required field regardless of radio bullet choice, and does not "grey out" when deselected.
