Downloads Permission

I'm noticing guests are able to download when I set the download category permission to have guests NOT be able to download.
I want a guest to have to join/log-in to download but be able to view the download as a guest still. Any help would be appreciated.

Solved my own issue. Yay!
I found it also in the
Global Privileges and turned off Guest in there. Now guests do not have the download link.

This issue has now been filed on the tracker as issue
#4381 , with a fix.
