Installation woes

So, I have a friend who wanted to start a website using a CMS. He asked me for any recommendations and I of course recommended Composr since I've been a long time fan.
He downloaded the quick installer for v10.0.18. When he clicked the install.php, he got this on Step 2:

I know you've found a work-around, but just to document it in case others are experiencing this, I had to upload the contents of Composr manually instead of using the extractor.
