Possible issue with Website Cleanup Tools

Edit 1: This may be a NameCheap issue, as I got a message saying the site was down. I'll update this after it's reported back up.
Edit 2: A lot of https restarts that are failing. The issue with Theme Images cleanup isn't related to the site going down…that's NameCheap restarting things. So the issue exists on this version and last version. There's nothing in the error log about it on either site.
Going to Tools -> Website Cleanup Tools -> select only Theme Images, click Proceed yields this page which goes on for several pages. The reason for the conflict is "Duplicate entry 'cns_emoticons/icons8-dreamcatcher-34-2021-EN' for key 'PRIMARY'" for all affected images.
I tried the same thing for another test site that is a version behind (10.0.34) which is a very minimal installation, and we get the same result, though a lot less messages because there are a lot fewer custom images, I suppose.

I wasn't actually able to reproduce the issue but I was able to guess at some potential causes, and suppress the error messages in any case.
