Turn off Upload Function for Specific User Groups

Looking for the toggle to turn off the ability so select user groups to upload files at attachments on forum posts.
I found the setting to turn off the actual posting/display of the attachement under this area:
*adminzone/admin_ocf_groups/ed.htm
But I can not find a toggle to keep the file from actually being uploaded at all - in other words remove or diable this portion of the posting UI:

Because all the above toggle I found does is keep it from actually being made visible to others, it does nto stop it from actually being uploaded to the server - which is the goal.
Can someone please share if they know the location? I am running a slightly older version of ocPortal.

Unfortunately, I cannot offer anything helpful as ocPortal is no longer maintained. The only solutions I can offer would not work for ocPortal but would only work for Composr CMS 10 and above… ocPortal does not have the same level of code override system that Composr CMS offers.
- Need support for version 10? The core development team is no-longer offering it for free (unless it's a critical bug that breaks your entire site or a serious security hole). Please consider hiring me instead if you need v10 support or a non-critical bug fix. Or, ask the community in the forums!
