upgrade from ocPortal 9.0.16?

I know, should have updated long ago, but the site is just a help system and our company was "being sold any day now" for the last 18 months. Sure.
Nearest I can tell without being able to launch it, old site is on version 9.0.16, as the "ocportal_quick_installer-9.0.16" file has been downloaded.
Database name is 'ocportal841', which was probably the original version.
Because the low lifes deleted the db (I have a recent backup) I cannot lauch ocPortal even in safe mode, get error "Could not connect to database".
MySql version is 5.6.
If I restore the db file they will probably just hack it again.
At this point, what is the process for upgrading the site to a later version?
This is a production site, so we would appreciate an answer.
