I like to have the website 1100 px incl sidebar. But i can not find it in CSS

In this particular case, the width is defined on the .global_side_panel selector.

i am not sure, because i made changes only by downloading he .css file

Edit CSS (styles)?
Но там что именно надо выбрать? Вот допустим, сделать по центру галерею. Нашла как это сделать через код на странице, а вот где это же в Edit CSS (styles)…

I think what you're asking is if changes to the browsers code inspector (developer tool) are saved to the site?
The answer is no. These changes are only temporary and are reverted back to normal once we change the page or refresh the page. But, it allows us to inspect existing code and visualize changes in the code temporarily.
Changes to the code must either be done via the Admin Panel, or by editing the files directly via another method (FTP client or web-hosts File Manager).

It's automatic for non-English. So she'll need to translate manually, but she's used to doing that.
