Changed seed color but no love
I want to experiment with seed colors but changing it in theme.ini seems to have no effect,. I cannot seem to find a way to turn off caching while testing but even clearing all the caches the seed color was not changed.I imagine this will generate issues as I start manually modifying images as well.

The seed colour in theme.ini isn't really something you'd edit. The colouring is locked in when the theme is generated as all the images etc are saved at that point.
In the Theme Wizard you'll notice a preview step, and you can actually go and open up a copy of the site with the seed settings and fully browse around – before the theme is even added. That's fully dynamic and cache safe.
