Would the existing secondary usergroup feature work for you?
You use primary usergroup like "usergroup 1" here, and anything extra given by "usergroup 2" and "usergroup 3" would be encoded on those groups and the groups used as secondary usergroups.
You can also mass-set groups to have the same permissions. There's 2 ways to do that. You can copy permissions when adding/editing another group. E.g. when adding "usergroup 3" you could copy all the permissions from "usergroup 2". You can also mass-set with the "repeat" button when setting permissions.
I realise it may be a bit clunkier and harder to manage, but it's also simpler. So it's a tradeoff. We can certainly have a discussion if you don't agree .
