Is there really a need to obscure the main websites background url?

It's not encryption actually. By default images that are going to be used on every page views (or at least some) are served inline in the CSS. This helps performance as it reduces an HTTP request each time we do it, and for cases like this we know there would be such an HTTP request.

In the uncached CSS file it does reference a theme image, the inlining is done during template compilation.

In; Edit Them Images -> (unnamed)

I changed the image but it is not taking effect.

Yeah, this is nasty – I'm looking into it. My guess is that either the self-learning cache or CSS cache is not being emptied automatically.

Right, fixed. Sorry for this nasty bug, I now have it fixed for 7.0.1.

You can workaround by emptying the template cache.

The issue is that we flush out the template cache automatically, but then we immediately rebuild it, and a run-time cache is putting the old theme image path straight back into the new cache file.

Emptying the template cache dont work.

I ran a little test myself. I checked to see if the file is actually being uploaded to the server. After lunch I'll try by renaming the file "outer_background.png" to outer_background_01.png" and see if I see this file is being uploaded onto the server after saving it in the "Edit Theme Images". Here's a pic of what I did.

It might be that emptying the cache from the Admin Zone has an issue, I was able to solve it via running "sh decache.sh" from the command line.
