Upon submitting an issue in the tracker, and after it has been fixed, how do I go about applying that fix?

We don't always put out hotfixes, but if you want one please ask in the issue/topic and you'll usually either get one, or some manual instructions.
In the case of #2950, you can find newer versions of the files Patrick mentioned in git:

Click 'Raw' to get the files.
You can confirm they're fixed as the modification time is recent, and as master is v10, it will in 99% of cases be compatible (always a good idea to backup what you're replacing though).
