Is there a way to find a specific html break tag on the start screen?

Directly below that is a space, and then below that is the content of the page.
I'd like to get rid of that space between the "Welome to…" and the actual content of the page that follows the "Welcome to…"
I looked at the html source, and it's an html break tag. It's right after the H1 header tag that is the "Welcome…" string.
The H1 header tag can be found in SCREEN_TITLE.tpl but the BR tag isn't there. It could be part of "{TITLE}" but I doubt it because the BR tag isn't showing up anywhere else.
Any ideas?
