There is an issue with %5C being included (sometimes more than once) in the Base URL during installs on Windows servers. This can easily be rectified before or after installation. I have posted the solution in the topic @ Trying to go to configuration after installation - Composr

Salman fixed this issue on the tracker. You will need to replace your current sources/themes.php with the updated file from the tracker issue @ 0002538: fatal exit on multiple pages after upgrade to 10rc8 - Composr CMS feature tracker
